Chan Tiu ìuen
of Kiangsu nominally an ally of Sun Chuen Fong, has made definite arrangements with us for co-operation. Im Shix Shan
and Chang Tso-lin originally were not allies.
Im is very
cunning. Ostensively he has allied himself with Chang of
Munden, but in reality he has paid homage to our arm ̧ . If
we take this into account, though our enemies have
500,000 troops, yet in view of the great dis sension and lack unity among them factors which are quite incompatible

with any desire to co-operate in military operations
they will not be able to do anything, and we have no need
to be afraid of them. As to the distribution of our
enemies' troops, Chang of Mukden has a force of 30,000
